During my decade as Secretary for the Environment, I had the privilege of launching Hong Kong’s first Renewable Energy Feed-in Tariff policy in 2018 and formulating Hong Kong’s Climate Action Plan 2050 in 2021. These efforts taught me how essential it is to link visionary policy with grounded, lived experience in the community.
Recently, I had an opportunity of participating as a panel member in a Community Energy Action Plan workshop organized by Professor Daphne Mah’s research team at the Department of Geography, Hong Kong Baptist University. What stood out was not only the creative ideas proposed — from rooftop solar for low-density estates to reimagining short-term vacant land — but how these ideas were formed: through respectful dialogue among residents, trade representatives, professionals and academics, all united by a shared commitment to the common good. That spirit of co-creation lies at the heart of an inclusive and just energy transition.

We have been empowered to improve customer engagement practices on low-carbon energy practices within our own residential property, and align our management guidelines with the model of smart energy communities.
Since 2021, Kai Shing Management Services has served as an organisational partner of two of Prof Mah’s research projects on smart energy communities.
Through collaborating with the research team, we have been empowered to improve customer engagement practices on low-carbon energy practices within our own residential property, and align our management guidelines with Prof. Mah’s model of smart energy communities. In addition, we have shared good practices of engaging low-carbon householders with management offices in other private residential estates which are also managed by Kai Shing, which manages 107 residential estates. Metropolis Plaza Management Services Office, Kai Shing Management Services Ltd. received the Corporate Sustainability Award under the Excellence in Facility Management Award, presented by the Hong Kong Institute of Facility Management in 2024.

We have been empowered to improve customer engagement practices on low-carbon energy practices within our own residential property, and align our management guidelines with the model of smart energy communities.
The Smart Energy Community Model, which integrates inclusiveness, equity, cross-sectoral collaboration and collective impacts of individual climate actions, has provided great support to CCIL’s effort to promote solar energy development in Hong Kong. The partnership between CCIL and HKBU exemplifies a successful two-way exchange: CCIL provides on-the-ground solar power generation data from solar PV systems which were built and managed by CCIL with an external funding support, while SEE research team generates research findings that directly inform and strengthen our community engagement strategies and policy advocacy efforts.
Our longstanding partnership with the SEE research team illustrates the valuable synergies between academia and civil society.
